The short answer: two large retail projects are in the works for northwest Bakersfield, and neither is built yet. Riverview Market is a proposed shopping center of about 405,000 square feet at Rosedale Highway and Coffee Road; it is going through the city's environmental review. The 7th Standard Marketplace is planned for Seventh Standard Road and Calloway Drive, with a large anchor store that hasn't been named. Here's what the public records actually say, and what's already open today.
What Is Riverview Market?
Riverview Market is a proposed commercial center on about 46 acres along the south side of Rosedale Highway, just west of Coffee Road. According to the project's filings with the state's CEQAnet environmental database, it would total about 405,531 square feet. Larger anchor buildings would hold markets, retail and a health club. Smaller pads around them would hold shops, medical offices, sit-down and fast-casual restaurants, a car wash and a gas station.
Where it stands: the City of Bakersfield began its environmental impact report in late 2025, and the draft report was open for public comment from July 10 to August 24, 2026. The project still needs city approvals, including a General Plan amendment, before construction can begin. No tenants have been officially announced in the public filings, so treat any store names you see on social media as rumor until the developer confirms them.
What Is the 7th Standard Marketplace?
City documents reported by BakersfieldNow on August 19, 2026 describe a center at the southwest corner of Seventh Standard Road and Calloway Drive, on the northern edge of the city near Shafter. The plan calls for a 184,480-square-foot anchor store, a name that is "yet to be named" in the documents, plus about 40,800 square feet across eight smaller retail, commercial and restaurant buildings.
Those documents did not include a construction start date. A store of that size would be one of the largest retail buildings on the northwest side. Whose store it is remains unconfirmed.
What's Already Open Near Palmetto Estates?
Proposed projects make for good headlines, but daily life runs on what's open now. From Palmetto Estates, the established northwest shopping that residents already use includes WinCo Foods, Target, Albertsons, Vallarta Supermarket and The BLVD, with the Rosedale Highway corridor's restaurants and services close by. Valley Plaza Mall and Downtown Bakersfield are a longer drive across town. Our in-town living guide maps it out by drive time.
How Should New Shopping Factor Into a Home Decision?
- Buy for what's open today. Large retail projects can take years to move from environmental review to opening day, and plans change along the way. If a future store would be a bonus rather than a requirement, you're making the decision on solid ground.
- Think about traffic as well as convenience. A major center brings shoppers and cars. Look at where a project sits relative to the roads you'd use every day.
- Check the source. City agendas and the state's CEQAnet database are where approvals actually happen. Local news coverage is a good alert, but the filings are the record.

Common Questions
Is Riverview Market approved?
As of early October 2026, the public filings show the draft environmental report finished its comment period on August 24, 2026. City approvals, including a General Plan amendment, are still required. Check the City of Bakersfield's Planning Commission and City Council agendas for the latest.
Is a Costco coming to Seventh Standard Road?
It has been reported as a possibility, but the city documents we reviewed describe only a major anchor store that is "yet to be named." Until the retailer confirms it, it's unconfirmed.
When will these centers open?
Neither project has a confirmed opening date. We'll update this post as approvals and construction schedules are announced.
